SALISBURY AND DISTRICT ANGLING CLUB TERM AND CONDITIONS
CONSTITUTION.
NAME The name of the Club shall be ‘The Salisbury and District Angling Club’ (formerly
the ‘Salisbury Bourne Angling Club’)
The Salisbury and District Angling Club Limited was formed on 2nd June 1982.
The registered office is at Messrs Fawcetts, Salisbury. The Directors of the
Company shall at all times be the Chairman and the General Manager for the time
being of the Club and as a condition of their appointment shall in each case sign a
declaration of Trust in favour of the Club recording and agreeing:
(i) That the shares in the Company held by them are held in trust for the Club.
(ii) That they shall only act in accordance with instructions given to them by the
Club.
(iii) That upon them ceasing to hold their Office in the Club any share held by
them shall be automatically transferred to their successor.
OBJECTS
1. To promote and protect the best interests of anglers in the district.
2. To acquire the rights of fishing and generally improve the sport for members.
3. To arrange competitions and matches. 4. To improve the habitat for fish and invertebrates.

MANAGEMENT
The management of the Club shall be in the hands of the following, elected every five years at the AGM;
Chairman,
Vice-Chairman (Game),
Vice Chairman (Coarse),
Hon Communications and IT Officer,
Hon Bailiff Co-ordinator,
Hon Match Secretary, and up to ten Committee Members.
In the event of the winding up or dissolution of the Salisbury and District Angling Club any surplus funds shall be distributed amongst all Full Members provided they have held membership for five consecutive years at the time of dissolution. Full membership shall be defined as, any adult member whose primary residence is within a 14 mile radius from the spire of Salisbury Cathedral and having a membership number prefix of GF (Game Full), CF (Coarse Full), GSF (Game Senior Full), CSF (Coarse Senior Full), or LMF (Life Member Full).
MEETINGS
The Annual General Meeting of the Club shall be held in January each year. Committee meetings shall be held on the first Tuesday in each month and/or at such other times the Chair may decide. (For General Meetings 25 Full members shall constitute a quorum). Other informal meetings shall be held as found necessary. Those entitled to attend and vote at Committee Meetings shall be those listed under ‘MANAGEMENT’ above. Two scrutineers are to be appointed at the commencement of each General Meeting. Meetings shall be conducted in accordance with these Club Rules, with subsequent amendments, all as published in the current Year Book. Minutes of all General and Committee Meetings shall be circulated at the meeting. The Committee shall give four weeks notice of General Meetings. Notice may be given by post to the postal address in the United Kingdom or electronically to the electronic address last notified in writing by the relevant member. Notice will be deemed to have been received with effect from two days after posting or transmission, whether or not the notice is received by the member.
NOMINATIONS
Nominations for office shall be by post and must be received by the General Manager not less than fourteen days prior to the date of the AGM at which such elections are to take place. The names and signatures of all nominees, proposers and seconders shall appear on the official nomination forms, which are available from the General Manager at the Cart Shed. When insufficient nominations are received by post, nominations to correct this may be taken from those present at the Meeting. All those nominated shall attend the AGM for election, unless a written explanation for absence be given to, and accepted by, the Chairman. This system of nomination and election is not to apply to the position of President and Vice-President, who shall be appointed at the discretion of the Management Committee. The Constitution, above, may only be varied or added to by a 75% majority of those present and eligible to vote at a General Meeting and shall be deemed effective when all Members have been circulated.
MEMBERSHIP RULES
1. Membership shall be open to Juniors 12 - 17yrs inclusive and adults aged 18 and over. Pre junior anglers known as “The Small Fry Club” may join from the age of 6 to 11 years under strict supervision of a parent, or guardian. Membership is taken up annually by payment of the current subscription (or part thereof where applicable) and ceases on March 31st each year. Membership may be restricted by the Management Committee to take account of fisheries available. Priority on any resulting waiting list shall be given to those Applicants living within a 14 mile radius from the spire of Salisbury Cathedral. The cut-off point to join the local waiting list is December the 31st each year. Receipt of Renewals of Membership shall take precedence over new applicants until and including the 31st March of the current Club year. Thereafter new applicants for Game Membership will be accepted from the waiting list up to the approved maximum for adult game membership. Late applications for Game membership will result in the member being placed on a waiting list. Life membership at a cost of 10 times the current annual non-concessionary subscription is available to current members of five consecutive years standing who are aged 66 years or older on 1st April of the applicable season. A limit of a total of 75 life members will apply. Members wishing to apply who satisfy these requirements are to contact the General Manager. Existing coarse members may join the Game section of the Club by application to join the Game waiting list. When a vacancy becomes available they will be invited to convert to Game Membership. Game members can fish all the waters shown in the year book, including coarse rivers and lakes.
2. Persons who do not reside within a 14 mile radius from the spire of Salisbury Cathedral shall be known as “Associate Members”.
3a. Application for Junior Membership and “The Small Fry Club” must be made by the Parent/ Guardian in writing. The Small Fry anglers are restricted to the rules and fishery details in their membership book. Small Fry anglers must be accompanied by a parent or guardian.
3b. Two Children under the age of 12 may fish free when accompanied by an Adult Member on all fisheries NOT designated MEMBERS ONLY with the exception of West Amesbury, Countess and Stonehenge where this concession shall apply to only ONE child under 12 per Adult Member. Children under 12 are to be closely supervised by the Adult Member who will be held responsible for their charges’ behaviour and safety.
3c. A maximum of two junior members (12-17 years incl.) must be accompanied by an adult member whilst night fishing between “dusk to dawn”. The Adult will be deemed responsible for the Juniors’ conduct and safety. Dusk is defined as one hour after sunset. See sunset times detailed in this book. 3d. Junior Game members may be accompanied by a non-fishing parent or guardian at West Amesbury, the trout lakes and most mixed fisheries.
4. The General Manager shall be made a member during his term of employment and all such persons as the Committee should so decide. Committee Members shall receive complimentary membership during their term of office.
5. Senior Citizens living within a 14 mile radius from the spire of Salisbury Cathedral shall pay an appropriate subscription on reaching the State Retirement age, and Associate Members of five consecutive years standing, having reached the State Retirement age, shall pay the appropriate annual subscription all as determined at the AGM.
6. The Committee shall have powers to vary the Annual Subscription in certain cases (ie disabled person , or students 18 to 25 years of age in full time education).
7. Honorary Life Membership may be granted at the discretion of the Management Committee.
8. Honorary Officers not re-elected at the AGM shall automatically become Hon. Members from date of such AGM until March 3lst following.
9. Associate and Junior Members, although allowed to participate at General Meetings, shall not have the power to vote at such meetings, or propose or second motions at same.
10. Associate Members, Junior Members, Full Members of less than five consecutive years standing and members holding office in any other fresh water angling club or association (excepting such organisations of which the Club is a member body and such appointments as the committee consider beneficial to the Club) shall not be eligible for election to any club office, excepting that of President or Vice-President. The committee may at its discretion co-opt associate members who meet the existing qualifying rule of five year’s continuous membership and who have relevant experience to serve as full voting members of committee. The number of co-opted associate members should at no time exceed four or one quarter of the total voting members of the committee.
11. It shall be the responsibility of Members proposed for election to office, to state if they are disqualified by the rules of the Club from holding such office.
SUBSCRIPTION
Subscriptions will be published on the main Salisbury & District web site after the Annual General Meeting. Disabled/Full time students 30% discount to be agreed with the General Manager. Game subscriptions are due by 31st March of the applicable season. Non-refundable registration fees of £5.00 shall be due from all new Junior Coarse/ Mixed Fishery and Game Members and £20.00 shall be due from all new Adult Coarse/Mixed Fishery Members.
New prospective Adult Game Members shall pay a £50.00 non-refundable fee to join the waiting list.
The Club does not operate a refund policy and does not accept any liability due to loss of fisheries, restricted fishing conditions because of natural phenomena, e.g. drought, flood, algal blooms etc, or planned fishery maintenance, including grass cutting, bank repairing, habitat works etc.
HONORARIA Honoraria shall be decided at the AGM and shall be awarded in respect of services rendered during the current Club year, to such officers and/or Members, as the meeting shall decide. Persons proposed and seconded to receive honoraria shall take no part in the debate on the proposition concerning them, except to answer such questions as the Chair shall allow to be put to them and shall leave the meeting while the amount to be awarded to them is decided upon.
MANAGEMENT REGULATIONS
1. Acceptance of membership shall be deemed an acceptance of all the Club’s Rules and Regulations.
2. The Committee shall have power to suspend, expel or call for the resignation of any member of the Club whose conduct is, in their opinion, prejudicial to the objects of the Club. The committee can also, at their discretion, close fisheries due to adverse conditions or planned works. The Club has a zero tolerance to threats of violence and/or violent behaviour.
3. Any Member shall have the right to appeal in person to the Committee with regard to any decision affecting himself or herself, provided that notice of such appeal be submitted to the General Manager in writing within fourteen days of the decision in question being made known to them.
4. No person shall be entitled to participate in any General Meeting except as an observer, or use any of the Club’s facilities, unless all subscriptions and monies due from him or her have been received.
5. Fourteen days notice in writing must be given to the General Manager of any proposition to be brought before a General Meeting, unless approved by the Committee. All propositions must be seconded and signed.
6. The Committee shall notify all Members in advance of any recommendations they intend to put before a General Meeting.
7. The Committee shall have power to appoint Sub-Committees for such purposes as may be considered necessary, and may revoke such appointments for any reason, at any time.
8. The Committee shall have the power to declare vacant the position of any Committee Member, or Officer, but excluding the President, who shall have been absent from three consecutive Meetings without adequate cause, and may elect a Member to fill any vacancy which may occur through any reason whatever.
9. The Committee shall have power to call a Special General Meeting when any matter of importance shall arise, and shall be bound to do so within twenty eight days of receiving a requisition signed by not less than 25 Members. At such a Meeting no other matter shall be discussed other than that for which the Meeting was convened.
10. No Member of the Club shall incur any obligations or financial expenses on behalf of the Club, unless authorised to do so by the Committee. The Club will not accept any liability for any expenses incurred by a member in contravention of this regulation. However, the General Manager may authorise purchase of such items as may be required for the management of the Club. The Committee shall be empowered to appoint any Bank, Building Society or other Financial Institution to be Bankers for the club and shall be empowered to authorise any person(s) to:- a. Sign any cheque and any other type of instrument drawn on such Bankers. b. Give any direction or instruction given by any other means (including without limitation any one or more of the following means namely, in writing, by telephone, by computer, by facsimile comunication or by any other electronic or other means) to such Bankers whether in respect of the making of any other transaction or matter of any kind.
11. The Fishery rules and rules for individual fisheries and rules including any special rules for competitions shall be determined by the Committee and may be varied or amended from time to time in the absolute discretion of the Committee as it thinks fit.
12. No complaints from Members shall be considered unless put in writing including electronic submission and signed.
13. Any contingency which may arise, and is not covered by the Management Regulations and/or Rules of the Club, may be settled by the Committee.
14. Any question which may arise as to the interpretation of Management Regulations and/or Rules may be decided by the Committee.
15. The Committee shall be empowered to select up to four members as bailiffs for each of the Club’s fisheries and may grant, subject to annual review, free membership for each season they are in office.
16. All arrangements for matches at which the Club is to be officially represented shall be made by the “Match Sub-Committee” and all Members shall be notified of such arrangements prior to the commencement of the match fishing season.
17. Travelling and accommodation expenses or part thereof incurred by any party representing the Club may be borne by the Club if the Committee so decides. 18. All Members participating in a team event are expected to fish the full duration of the match. Members not doing so may at the discretion of the Match Sub- Committee, be precluded from future selection. 19. Bailiffs will be issued guidelines on Club protocols.
Fishery Rules
1. When on Club Fisheries, Members must carry their current Year Book and EA Licence at all times. The Year Book must contain a photograph of the Member attached to page 1 and signed across. Failure to comply with these rules will result in members being asked to leave the water. Members should make available their Environment Agency rod licence for inspection by club bailiffs on request.
2. On coarse and mixed fisheries, with the exception of Durrington, a maximum of two rods may be used. On game fisheries and Durrington only one fly rod with reel attached and a single fly to be used at a time. For Grayling see 8c.
3. No member shall fish nearer to another member than five yards on lakes, 25 yards on rivers (unless on opposite banks, when the position will be 10 yards either side of a point exactly opposite), without first obtaining his/her permission.
4. All members shall obtain a Environment Agency rod licence before fishing on the Club waters. Dead, night lines and other illegal instruments are forbidden.
5. Salmon, Sea Trout and Brown Trout caught whilst coarse fishing on mixed fisheries must be returned to the water. Any Rainbow Trout caught by any method on club river fisheries must be despatched. However, during the closed Trout season Oct 16 - Mar 31 Rainbow Trout must be returned. Grayling may be retained in keep nets from 01/10 - 14/03 and must be returned immediately at all other times.

aforementioned to form a quorum for the Committee Meetings and shall be
empowered to appoint a non–voting General Manager whose duties shall
encompass that of Secretary and Treasurer. No person shall hold more than one
office. The Club’s Accountants shall be Messrs. Fawcetts, Salisbury, or such other
firm of Accountants that the Management of the Club shall from time to time
appoint. The accounts of the Club shall be prepared annually and a report will be
presented by the General Manager at the AGM.
All surplus income is to be re-invested in the Club. No surplus or assets will distributed to members or third parties.

4. All members shall obtain a Environment Agency rod licence before fishing on the Club waters. Dead, night lines and other illegal instruments are forbidden.
5. Salmon, Sea Trout and Brown Trout caught whilst coarse fishing on mixed fisheries must be returned to the water. Any Rainbow Trout caught by any method on club river fisheries must be despatched. However, during the closed Trout season Oct 16 - Mar 31 Rainbow Trout must be returned. Grayling may be retained in keep nets from 01/10 - 14/03 and must be returned immediately at all other times.
6. No live fish to be used as bait, the use of Trout as bait, dead or alive, is
prohibited.

23. When fishing for any species with lures or end tackle equipped with treble hooks the points must be barbless or debarbed.

It is recommended in the case of large carp a high sided or Cradle or Corral type mat is used. It is also obligatory to possess a suitable carp care kit to treat injuries and lesions.
25. A Club Sticker must be displayed when parking at designated Club car parks.

Boots and nets should be hung up to dry. Equipment should be dried for at least 48 hours before it is used elsewhere. The shrimp can survive for up to 15 days in damp conditions and for 2 days in dry conditions, so the drying process must be thorough. Particular attention should be paid to the seams and seals of boots and waders especially with felt soles.
